Reimbursement of PFCB Costs for FY2023-2024
Sent to AFS-Update on July 10, 2024
Campus fiscal officers may find a reimbursement for the cost of the Pay for Family Care and Bonding (PFCB) program reflected in their department’s June 2024 Period 12 ledgers. At UCI, the cost of the PFCB program is an element of the Composite Benefit Rate (CBR) pool. Because PFCB costs are initially charged as salaries and wages to the funding department, UCI has reimbursed the FY2023-24 costs of the program using a KFS journal entry created by A&FS-Payroll Accounting and charged to the CBR pool.
See AV#24267028 for the FY2023-24 reimbursement journal entry. UCI is currently assessing the optimal frequency of processing the PFCB reimbursement going forward.
What is Pay for Family Care and Bonding (PFCB)?
UC’s Pay for Family Care and Bonding (PFCB) program supports faculty and staff who need time off to care for a family member or to bond with a new child. The PFCB pay option provides income replacement of 100% of eligible earnings for up to eight workweeks per calendar year to replace the income that employees would otherwise lose during an approved Family and Medical Leave taken for a qualifying reason.
How is PFCB Reflected in Reports?
PFCB pay is reflected on the Distribution of Payroll Expenses (DOPE) report by eligible earn code. PFCB reimbursements are recorded as a journal entry in the KFS General Ledger but not in UCPath, and therefore will not appear on the DOPE Report. The reimbursements can be verified by running detail transactions in DWQuery-KFS General Ledger, labeled as “PFCB Reimbursement.” More information about DWQuery.
