Certifying a Report With No Salaries Charged

In some instances, you will need to certify a PCS Report when no salaries were charged during the budget period. This type of certification is easier than the standard procedures because no PCS Document is created and the Principal Investigator does not need to certify anything.

1. Locate the PCS Report

Use the Payroll Certification Tracking Lookup to locate the PCS Report you would like to certify with no salary. You can search by budget period end dates, fund number, or any other term you like. Once you've found the appropriate PCS Report, click the Preview link to bring up the Preview Screen.

2. Look for the Warning Message on the Preview Screen

If a PCS Report has no salaries charged, it will display a warning message at the top of the Preview Screen.

Text for the warning box reads: Warnings for this Section: There is no payroll data for this budget period. Please confirm with the PI that payroll expenses should not be charged for the budget period. Once a PCS Report is certified, no future payroll transfers are to be made.

When you see this warning, confirm with the PI that payroll expenses should not be charged for the budget period because once a PCS Report is certified, no future payroll transfers are to be made.

Button has two options: Certify No Payroll or CloseIf you have confirmed that no salaries have been or will be charged for the budget reporting period, click on the Certify No Payroll button at bottom of page.

3. Click Yes for Additional Warning Messages

A warning message will appear with the following text:

  • "There is no payroll data for this budget period. Please confirm with the PI that payroll expenses should not be charged for the budget period. Once a PCS Report is certified, no future payroll transfers are to be made."

Click Yes to proceed. A second message will appear:

  • "Are you sure you want to certify this report? Remember that once a PCS report is certified, no future payroll transfer are to be made."

Click Yes to proceed.

The no-salary report certified by the Department Payroll Certification Administrator (DPCA) is now finished. You will directed back to the Payroll Certification Tracking Lookup page.

How to Check the Status of a PCS Report with No Salaries Charged

When you certify a PCS Report with no salaries charged, it will be given the status code of NPAY rather the COMP for complete. You can search for NPAY reports using the Payroll Certification Tracking Lookup.

To check the PCS status, go to the Payroll Certification Tracking Lookup and enter either the Fund Number or the PC Status Code NPAY. Click Search.

PC Status should appear as NPAY after you are finished.
